RFP Project/Presale Management Director - Cigna Healthcare - Remote (Finance)



The RFP Project/Presale Management Director leads the RFP project management process, including by influencing sales/retention strategies, driving impactful process changes, and improving overall sales effectiveness for new and existing business sales teams. This leader is directly responsible for teams that support the retention and growth of new and existing Cigna Healthcare National Accounts and Government & Education (G&E) business, including through RFP and renewal processes, as well as other sales support activities directly related to the bid process. The RFP Project/Presale Management Director collaborates closely with the Senior Director of RFP Strategy & Operations and the extended team to lead improvement initiatives and drive strategic best practices related to the end-to-end sales/RFP process, including critical pre-sale and post-sale milestones throughout the opportunity life cycle. This individual is responsible for partnering with leadership to enable and continually enhance our "How to Win" strategic model, designed to ensure our teams are focusing only on the opportunities Cigna has a right to win, identifying the critical problems our clients and prospects must solve, and aligning on the appropriate business and financial levers that put us on the path to a sale. Leadership responsibilities include:
  • Ownership of the RFP project management/presale staff functions and processes aligned to National Accounts and G&E
  • Partnership and RFP-related strategic planning with key stakeholders and matrix areas, including but not limited to: Sales, Underwriting, Solutions/GTM, Pharmacy, PG, PBAB/ERC, RSU, Legal, and Network
  • Leadership and support for segment and department improvement initiatives designed to enhance efficiency and effectiveness of the RFP/sales process
  • Effective capacity planning and consideration for case complexity to ensure appropriate levels of support throughout the life cycle of an RFP
  • Focus on critical milestones in the sales process, including recommending and implementing enhancements to improve efficiency and effectiveness from prospect/pre-RFP to RFP/RFI phase, through the finalist stage, and eventually to post-decision analysis
The RFP Project/Presale Management Director will also be responsible for the following functions related to enhancing the effectiveness and strategic focus of the sales/RFP process:
  • Drive effective RFP process, providing input at key process milestones, including but not limited to strategy meetings, proposal review, and finalist decks
  • Ensure the delivery of timely, high-quality proposals that deliver on clients' needs
  • Collect/analyze experience data and trends to adjust client-specific, market-specific, and/or broker/consultant-specific approach during future bids or sales cycles
  • Ensure the team is tracking to defined operational metrics and key performance indicators, with reviews to identify trends, opportunities for improvement, and best practices
  • Solicit feedback from prospects, clients and consultants, for use in defining actionable improvements with internal audiences and matrix partners
  • Partner and collaborate with colleagues on strategic positioning, including but not limited to annual market message development and supporting materials and tools
  • Collaborate with and engage in feedback discussions with National Sales Executives (NSEs), National Account Executives (NAE), Government & Education Distribution Leads (GEDLs), and new/existing business sales leaders as needed
  • Identify and implement process improvement initiatives designed to enhance efficiency related to sales process, including but not limited to RFP/presale and finalist stages of the sales cycle
  • Drive impactful change through ongoing talent development and metrics driven goal setting
Minimum Requirements:
  • 4-year degree preferred
  • 5+ years of RFP leadership experience.
  • Strategic mindset and a dedication to optimizing our proposal outputs across the entire end-to-end life cycle.
  • This individual is a leader among their peers, driving engagement and trust within the team and acrossmatrix partners. As an influential leader within Cigna's RFP Strategy & Operations team, the ideal individual is someone who shares our vision of being the partner of choice in driving the completion of winning proposals.

If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 151,100 - 251,800 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
