Quality Assurance Lead, World Bank Third Party Monitoring, Various Locations (Finance)
Proposal Summary:
MSI, a Tetra Tech Company, is bidding to provide Third-Party Monitoring (TPM) services under a World Bank Framework Agreement to support project oversight in fragile and conflict-affected settings globally. The initial framework agreement will span five years, with a possible extension of an additional five years based on performance. TPM activities may be conducted in regions including Africa, the Middle East, South Asia, Latin America, and Eastern Europe, with specific country assignments determined by purchase orders. The objective is to independently monitor implementation progress, fiduciary compliance, and environmental and social safeguards across a range of World Bank-financed operations. Through physical site visits, financial reviews, stakeholder engagement, and data-driven reporting, MSI will help ensure that project funds are used for their intended purposes and in accordance with legal and procedural standards. The work will be delivered in close coordination with the World Bank and implementing partners, with an emphasis on adaptive methods, secure data handling, and local engagement.
Position Summary:
The Quality Assurance Lead will be responsible for developing and overseeing quality control systems across all TPM assignments. This includes ensuring the consistency, reliability, and accuracy of data collection, analysis, and reporting processes. The QA Lead will work with monitoring and evaluation teams, data analysts, and field staff to develop standard operating procedures, review outputs, and ensure continuous improvement of TPM methodologies.
Responsibilities:
• Develop and implement quality assurance protocols for all stages of TPM assignments.
• Lead internal data audits, spot checks, and routine quality reviews.
• Ensure that field data collection and analysis are conducted in accordance with approved methodologies and standards.
• Train field teams and analysts on QA processes and tools.
• Conduct periodic reviews of data collection instruments and provide recommendations for improvement.
• Monitor adherence to timelines, completeness, and accuracy of deliverables.
• Collaborate with technical leads to incorporate feedback and lessons learned into future assignments.
• Document QA findings and communicate corrective actions to management and technical teams.
• Support preparation of QA sections of project reports and donor deliverables.
Qualifications:
• Master's degree in monitoring and evaluation, statistics, public policy, international development, or a related field.
• Minimum of 10 years of experience in quality assurance or performance management in international development programs.
• Prior experience supporting World Bank and/or United Nations activities, with strong familiarity with World Bank compliance standards required.
• Proven experience developing and implementing QA systems for data collection and analysis.
• Strong knowledge of data validation tools, standards, and methods.
• Experience conducting internal audits and supporting capacity building for quality improvement.
• Familiarity with TPM methodologies and development sector indicators, especially in FCV settings.
• Fluency in English required; knowledge of other languages preferred.
• Excellent analytical, communication, and documentation skills.
• Willingness to travel to project countries if needed.
