Job Summary

Analyze import and export data to establish a reputation as a low-risk importer and exporter. Oversee Free Trade Agreement (FTA) program ensuring due diligence on CITGO and PDVMR issued FTA certificates. Participate in intradepartmental discussions to discuss any new or unique needs of customers while evaluating the compliance risks for the opportunity. Complete various government agency reporting accurately and timely. Remain current on customs regulations, analyze impact of regulations to business activity, and advise business units of changing regulations affecting business decisions. Coordinate compliance training programs for business units.

Job Duties II

4. Coordinate with the different business units to meet new or unique customer requests while ensuring government regulations are followed and risks of fines/penalties towards CITGO are minimized. Analyze, implement, document and updated procedures to ensure gaps are discovered and minimized.

5. Stay abreast of changes to government regulations to minimize the risk of suspension of import and export privileges and/or financial risk. Evaluate this risk by researching our vendors and customers in our different applications. Ensure due diligence with customer and vendor screenings is documented to reflect CITGO's commitment to abide ethically.

6. Prepare and analyze HMF quarterly report data to ensure accuracy and reasonableness and then timely submit information and payment to CBP.

7. Complete other monthly required reporting timely and accurately as requested such as Canadian Energy Regulator reports.

8. Adhere to the Records Management TRIM program to ensure full compliance with government regulations as well as CITGO's Record Management procedures. Coordinate with the RM team to implement any necessary changes that arise.

9. Actively participate and support other Ethics and Compliance areas as requested

Job Duties

1. Manage day-to-day import and export activities to ensure we are fulfilling all the necessary requirements needed to maintain CITGO as a low-risk importer and exporter. Resolve deficiencies with broker and / or business units and proactively implement necessary controls to close any gaps that open CITGO to increased or unnecessary risk. Document and updated written process and procedures, as needed. Coordinate with business units to ensure compliance with customs regulations is followed.

2. Oversee FTA program for CITGO and PDVMR. This includes working with suppliers to obtain FTA certificates and analyzing proper use of FTA on imports as well as preparing and reviewing the accuracy of FTA data prior to submitting to Customs. In addition, identify and recommend other opportunities to eliminate or reduce additional Customs duties and fees. Oversee FTA certificate issuances for CITGO's and PDVMR's customers. This includes analyzing CITGO's exposure, coordinating with the refineries and lubricants to determine FTA eligibility, and ensuring regulatory requirements are fulfilled.

3. Oversee value reconciliation reporting for PDVMR imports and CITGO exports to ensure compliance with government regulations. Coordinate with business units and brokers to prepare post summary corrections and CBP 09 Value reconciliation for submission to CBP.
