Program Planner_Analyst (Finance)



Position Summary: Program Planner Analyst position oversees the program operations and financial reporting requirements for the Hillsborough HIPPY Parent Involvement Project (HHPIP) and its subcontract. This work involves the management of contracts, subcontracts, budgets and invoices as well as reporting to the University, the Florida HIPPY State Office, the licensing body, and the program funder. This position is responsible for the deliverables to those agencies, which includes the review and accuracy of data required by the Florida HIPPY State Office using its data system, REDCap; data required by the funding agency using its system, CATS; and the data collection on the four essential features of the HIPPY Model required by the National HIPPY Network for accreditation. The position hires, trains, schedules, monitors, and evaluates HHPIP administrators and staff members while also serving as lead in the strategic planning and promotion of the HIPPY program in Hillsborough, building community relationships and securing sponsorship for special events. Additionally, this position is responsible for the development of the training and professional development of home visitors and the planning and implementation of group meetings for parents.Minimum Qualifications: This position requires a Bachelor's degree in a field directly related to the program responsibilities and two years of professional experience; or Master's degree in an area of specialization appropriate for the program.

Preferred Qualifications: Three (3) or more years of experience managing social service programs; experience with grants management and empowerment evaluations; experience with in-line data management systems; experience with supervision of social services staff; experience with administration; coordination and training of adult and child assessments; experience with management of budgets and fiscal reporting; training as a HIPPY Coordinator.

FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.

35% - Conduct home visit observations for project staff, complete administrative and staff evaluations, documenting services or challenges to service delivery. Assist in the development of and preparation of materials for staff professional development activities; parent and child engagement initiatives, monthly group meetings and graduations; coordinate quarterly advisory committee meetings.

20% - Lead weekly trainings and mentoring sessions with assigned staff.
