Dir-Enterprise Data Services (Full-time Remote, North Carolina) (Healthcare)



The Director of Enterprise Data Services is responsible for the strategy, execution, and operational excellence of the Data Interoperability and Data Operations teams. This role ensures that Alliance's enterprise data infrastructure and pipelines are resilient, scalable, and aligned with the organization's goals for data exchange, data quality, and system integration. The Director will lead two dedicated teams and work closely with internal and external stakeholders to ensure high-quality, timely, and secure data movement across systems.

This position is fulltime remote. Selected candidate must reside in North Carolina. Some travel for onsite meetings to the Home office at Morrisville may be required. 

Responsibilities & Duties

Manage and Develop Staff

  • Work with Human Resources to attract, maintain, and retain a highly qualified and well-trained workforce
  • Ensure staff are well trained in and comply with all organization and department policies, procedures, and business processes
  • Organize workflows and ensure staff understand their roles and responsibilities
  • Ensure the department has the needed tools and resources to achieve organizational goals and to support employees and ensure compliance with licensure, regulatory, and accreditation requirements
  • Actively establish and promote a positive, diverse, and inclusive working environment that builds trust 
  • Ensure all staff are treated with respect and dignity
  • Ensure standards are transparent and applied consistently, impartially, and ethically over time and across all staff members
  • Work to resolve conflicts and disputes, ensuring that all participants are given a voice
  • Set goals for performance and deadlines in line with organization goals and vision
  • Effectively communicate feedback and provide ongoing coaching and mentoring to staff and support a learning environment to advance team skills and professional development

Assess and Recommend Technical Solutions

  • Collaborate with CIO to draft Statements of Work and oversee the delivery of vendor and solution provider products
  • Participate in the evaluation and selection of new technologies to ensure they align with enterprise data services needs and integrate effectively into existing workflows
  • Review and assess technical deliverables, ensuring quality, security, and compatibility
  • Stay informed on industry trends and emerging technologies, and make recommendations that improve data service efficiency, automation, interoperability, and compliance
  • Offer strategic input on solution architecture, design, and data governance best practices

Lead Data Interoperability and Data Operations

  • Lead the strategy and execution of the Data Interoperability and Data Operations functions
  • Ensure both teams operate cohesively and efficiently
  • Align enterprise data exchange strategies with business goals
  • Ensure quality, timeliness, and reliability of data flows and services
  • Support lifecycle management of interoperability and data processing pipelines
  • Partner with cybersecurity and infrastructure teams to ensure compliance and resilience

Develop Unit Goals and Objectives

  • Develop and maintain strategies for data interoperability and data operations to support organizational initiatives
  • Ensure compliance with regulatory requirements and data governance best practices
  • Present data insights and recommendations to stakeholders, including executives
  • Establish and maintain best practices and standards for data management and operations
  • Develop and document data processes that serve organizational needs

Lead Enterprise Data Services Tasks

  • Implement and manage data exchange pipelines with external and internal partners
  • Oversee data operations processes, ensuring availability, performance, and recovery readiness
  • Partner with technical support teams to implement automation and monitoring
  • Collaborate with IT teams and business units to define data requirements and solutions
  • Support data-related scenario planning, forecasting, and quality monitoring

Budget Development and Monitoring

  • Work collaboratively with CIO to develop, monitor, and manage the annual IT budget under their areas of responsibility

Customer Service

  • Build and maintain strong client service relationships with business units

Communication and Collaboration

  • Collaborate with stakeholders across IT, Business Operations, Clinical Operations, and Member & Provider Service Operations teams
  • Partner with data engineers and analysts to ensure robust data pipelines and infrastructure
  • Collaborate with external vendors and consultants as needed
  • Facilitate cross-functional data initiatives and projects
  • Promote a culture of data-driven decision-making across the organization
  • Engage with product management teams to support the design, development, and deployment of data solutions

Develop Policies, Procedures, Processes, and Workflows

  • Monitors progress of area teams relative to established objectives and priorities. Manages performance and provides coaching as needed. Ensures that projects are delivered according to established Alliance policies and procedures
  • Adapts plans to meet service and/or operational challenges. Identifies and resolves technical, operational, risk management, and organizational challenges. Has full management responsibilities for teammates: hiring, disciplinary, coaching, terminating, performance reviews
  • Stay current with industry trends and advancements in data management and interoperability
  • Provide training and coaching to enhance data management skills within the team
  • Contribute to the continuous improvement of data processes and tools
  • Support ad-hoc data requests and special projects as needed
  • Represent the data function in internal and external meetings and forums
  • Assist in the productization of data insights and solutions, ensuring they are scalable and user-friendly

Minimum Requirements

Education & Experience

Graduation from a community college or technical school with a major in computer science or a related field, or completion of relevant vocational or technical training courses. Minimum of eight (8) years of progressively responsible work experience in a computer science-related field, including advanced data system design and development, data interoperability management, systems integration, and/or web-based, database-driven systems. Military experience and education in a related field may be substituted on a year-for-year basis.

Preferred:

Bachelor's degree in computer science or a related field. At least eight (8) years of experience in areas such as Cloud Computing & Architecture, Modern Development Frameworks, DevOps Practices, Agile and Iterative Development, and Security and Compliance (with emphasis on “Security by Design”). Experience working in a healthcare payer environment, including North Carolina Tailored Plans or Managed Care Organizations. Certified training specific to data integration, data operations, or technologies supported by this position.

Previous experience in a healthcare payor agency preferred.

Knowledge, Skills, & Abilities

  • Thorough knowledge of data management, data interoperability, and data operations tools (e.g., SQL, ETL processes, data warehousing technologies, etc.).
  • Thorough knowledge of healthcare data and analytics, including claims, clinical, and operational data.
  • Excellent communication and presentation skills with the ability to translate complex data insights into actionable recommendations.
  • Proven track record of leading and developing high-performing data teams.
  • Experience with data governance and regulatory compliance in the healthcare sector.
  • Experience developing training and development plans to ensure project success
  • Experience with Agile project management methodologies
  • Demonstrated experience in leading diverse teams
  • Experience conducting data analysis on databases/data sets

Employment for this position is contingent upon a satisfactory background check and credit check, which will be performed after acceptance of an offer of employment and prior to the employee's start date. 

Salary Range 

$128,618 - $146,303.16/Annually 

Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
